It sounds like the shut off velve has switch over this would happen if a brake pipe burst try blowing comprest air into the brake pipe this may push it over so you con bleed the back brakes,,,i cant figer out why you undid the brake cylinders,, just to change the rotors and pads???? there is no need to do that!
Have you had problems getting pressure to the rear brakes before? if yes it is proportion valve problem if no try to sequence bleed the entire system starting with tire left rear, right rear, left front, right front. do the sequence 2-3 times.
You will have to bleed the air out of the bleeder on the caliper. With the bleeder closed have someone pump the brake pedal 5 or 6 times and hold there foot on it then open the bleeder to let the air out. You will have to do this about 6 or 7 times per wheel and keeping a eye on the fluid in the master cyl. so it doesn't run out of fluid.Keep it full and with the cover on it while bleeding and pumping the brakes.
