When you undo the bolt in the gooseneck do not remove it completely. Instead loosen a little then strike down on the head to release the wedge. If it doest work try backing out more and repeating. You should be able to twist the handlebars side to side while pulling up to remove from forks. The forks can now be removed by loosening the large retainer nut, slotted washer and the bearing come nut.

I have two Schwinn bicycles. One has a DG002397 on the goose neck and the other has a CK558925. What model and year are they?

The model is indicated with a decal on the bike frame. If the frame has been repainted it does not much matter what the model is, as the value if any is gone. I am also not aware of any site where one can determine the model of a Schwinn from the serial number (except for a few select models) but you are welcome to try - Google "Schwinn serial number." As for year, the first one was made in 1971, the second in 1974: Schwinn Lightweight Data Book Serial Numbers

Incidentally, the part of the frame that the serial number is on is properly called the head tube. Gooseneck refers to the stem, which connects the fork column to the handlebars, and is a term used mostly by BMXers. Stems have not looked like a gooseneck for well over 50 years, though Google will translate the term to stem.

The handle bar fails to control the front wheel and we have to adjust the bar every time with resct to the front wheel as it keeps twisting.

This does not sound safe!
You don't give a make and model so I can only offer some suggestions that I hope will help.
The part that is attached to the frame that has the handlebars on top and the fork tubes on the sides is called the tripletree.
I'm guessing that the clamps are not hold ing the forks securely. If you straddle the front wheel, can you turn the handlebars from side to side so that the wheel is not pionting the same way as the handlebars? If so, that's where the problem is. Adjust it so it is pointing the right way, and then tighten the clamp bolts so that the forks are secure.
The same thing for the handlebars, only for up and down position.
Let us know how you make out.

Raising handlebars

There is a single central connection to the handlebars This is called the "gooseneck". (Ther handlebars slide through the goosenect and then the gooseneck is tightened to hold the handlebars. The connector to tighten is in the front (so you do not get "injured" if you have a collison). Loosten the connector (it may be allen, or perhaps hex nut.). Raise or adjust the handlebars, then tighten. Make sure it is really tight (do not strip the threads). The handlebar has serrations to lock on to the gooseneck so the handlebar - gooseneck bolt will have to be loosened quite a bit to allow the serrations to "jump" to the next serration.

where the bars meet the gooseneck (the part that goes down into the frame ) there is a bolt, Tighten it. If it still does the same thing... you need a new gooseneck because it is probably stripped.

How do i tighten the fork/handle bars on a genesis v2100

where the handlebar goes into the frame, there is a nut that goes around the gooseneck loosen that, and below that is a bearing race that you tighten by hand ( it has a knurled edge) tighten that by hand...just enough so there is no play, and then retighten the locknut

Im having a problem alighning the handle bars on my hammer jack how can i tighten them up?

The gooseneck, which is the piece that attaches directly to the handlebars.
If you look at it, you will see It has one bolt that doesn't clamp the bars to it. Tightening that bol will keep make yout handlebars stay aligned with your forks.

To raise or lower the handlebars, first loosen the hex screw on the top of the stem. One or two turns is all that will be necessary. Next, you will need to stand in front of the bike with the front wheel between your legs to brace it, and give the handlebars a forceful twist to the left or right. This action will break the friction of the handlebar stem and the headtube (the headtube is part of the frame where the front forks and the handlebar stem meet...). With the handlebars loosened you can adjust the handlbars up or down. Keep in mind that the stem has only a specific amount of adjustment available...there is a limit to how far it can be extended up, as indicated by a line marked on the stem shaft. Once adjusted to the desired height, check that the handlebars and front fork and wheel are aligned. Tighten the screw in the top of the stem and you're done!

How to change head set also replace front fork?

Loosen clamp at top of bike frame where seat slides in ...twist seat back and forth while lifting upward.......To remove ft. fork ..At handlebar assy.remove allen bolt..(some are hidden by rubber plug)..remove handlebar assy/remove large nut at top of frame where handlebar slides down in..
...twist and pull to remove front fork....some have upper and lower nut depending which bike.

Tighten the 7/16 inch bolt that goes down into the neck where the front wheel attaches to the frame.
