This is telling you to go to the torque setting on your wrench of 22 pounds & stop. Next you need to coninue toturn the bolt with your wrench a measurement equal to 55 degrees.
Remember that 90 degrees is a 1/4 right or left turn so adding 55 degrees should be somewhere just a little past 1/8 of a right turn after you have reached the 22 pounds. good luck
Just so there is no confusion: 55 degrees is just a bit more than 1/8 of a turn and considerably less than 1/4 turn. Turning past 1/4 turn when only required to turn 55 degrees could damage the Yeild to torque headbolts or the sealing surface, by overtigtening. Use caution.
360 degrees = 1 full circle
180 degrees = 1/2 circle
90 degrees = 1/4 circle
45 degrees = 1/8 circle.

I know...screwy way of doing it but what you do is torque to the specification then turn the wrench 55 degrees more (hint : 1/4 turn is 45degrees, half turn is 90 degrees, one full turn is 360 degrees etc) So on your example you would torque to 22lbs then turn it a bit more than a quarter turn past where you stopped at 22 lbs.
