I have a 1983 goldwing gl1100 I have overhauled the carbs

And got them tune in, but when you first take off you can hear a clattering in the motor, but if you throttle it up high enof it dont do it and once you get going you dont hear it either, and i dont have the horse power it should have top speed is 70 and the rpm is at 3000 can anybody give me some ideas on what to do.

The mercury gauge, is the set of calibrated gauges, used to set the same vacumn on each carb.
You can use a set of dial vacumn gauges as well, try Ebay.

1982 gl1100

you should obtain the service guides for best chances, but it's not too hard on a gl1100.. I have the same motor in my gl1100i (82). There are links to downloadable versions of the manuals. Search for Steve Saunders Goldwing Forums... Then search within for the Goldwing library... If you have no luck, I'll post detailed steps to remove the radiator for a Honda GL100 motor, specific to 1981-1983.
