yes. like any bike your local dealer can restrict it for you. i would question why you would want to restrict the 525 when it would be easier to get a 250 and restrict that instead. the difference would be much less noticeable and you wouldn't feel like you were riding a castrated bike. i'd wait for your licence upgrade to get a 525. or just do your accelerated access in the mean time and get the 525 in it's natural form. if you can afford a 525 you can afford accelerated access.
KTM does not provide a spec for this. If you think you are low on compression, you will need to perform a leak down test on the motor to determine if work is needed.
