Electronic
ovens with a digital display use a sensor to monitor oven temperature.
To solve temperature problems for these models, you may need to replace
the sensor. On some digital-display models, you can calibrate the
temperature using the key pad. See your operator's manual for details.
Ovens
without a digital display often use a mechanical system for controlling
temperature. On many of these units, you can remove the thermostat knob
and adjust the knob itself to more accurately represent the actual
setting of the thermostat.
If, when you remove the knob,
there's a screw on the back of it with a small calibration plate, you
can loosen the screw, adjust the plate, then tighten the screw again.
If the knob isn't adjustable, and the oven temperature is off by more
than 30 to 40 degrees, you need to replace the thermostat to solve the
problem.

Good luck
Hello,
Check the thermostat it seems not functioning well.
melnavz.
The oven thermostat is preset at the factory. Many models will
allow you to adjust the thermostat. Over time, it is possible for your
thermostat to lose its calibration.
You may be able to adjust your oven thermostat using a small
screwdriver. The adjusting screw is located on the thermostat valve
stem. Remove the knob and you’ll see the screw underneath it.
You want to turn the oven on and run it through at least two cycles
while watching a calibrating thermometer in the oven for high and low
temperatures. Adjust the screw as necessary to fine tune the
temperature.
Some ranges have a calibration plate or ring instead of a
screw. The ring is located on the back side of the thermostat knob.
Refer to the owner's manual for your product if you want to calibrate
your thermostat using that method
you can get the manual of your product here for total solution

I have the manual - advice is insuffient
edited message befor posting - but do not see it posted - purchased manual thermometer - set control panell to "baked 400 degrees" in about 4 minutes panel sensed oven had reached desired temp listened for flame/ burner to shut off then did manual internal temp measurement ---but when maual oven thermometer hung off rack reads less than 150 degrees. Unit will occassionally appear to kick in gets hot - then burns everything -- broiler not working good not either
Any other suggestions the only way we can see to adjust oven thermostat is by using the +- 25 degrees on display pad which we tried prior to post. This model does not have a knob for the oven - so the oven can not be adjusted the same way the stoptop burners can be adjusted.
As previously stated the quality of flame appears satistfactory for both the broiler & the oven- so I don' t thing the air shutter is the issue
