Either you have a intake leak or plugged idle jets in the carb, you can check inlet leaks by spraying carb cleaner on them while the bike is running, if the idle smooths out when you spray the intake boot, that means they are leaking. the idle jets will require you to rebuild the carbs again

Definitla a fuel problem, check carb mounts for cracks, next step is to rebuild cabs
