You could remove and have it tested at your dealer's or a fine motorcycle repair shop.

My 06 street glide doesn't seem to be charging the battery all the time my gauge for volts jumps around from 12 to16 then my battery light and engine light come on

Voltage regulator is going/gone bad would be my first guess. Other possibilities include loose or corroded connection(s), sulfated battery, or failing stator (not likely).

Since electronic parts usually can't be returned, it might be worth it just to have a shop check it and give you an estimate. Even if you have to pay a diagnostic fee, if it's something as simple as a regulator, you can do the repair yourself and save some bucks.

Lights dim when rpms up

Start by checking you're stator output, Put a meter on it in VAC ( Volts AC ) on the 2 wires coming out of the case ( on the left side of the bike ) run the bike General rule of thumb is 25 VAC for every 3000 rpm. ex: 25 @ 3000, 50 @ 4000, 75 @ 3000. On the older bikes as long as you're around 65 and up @ 3000 you should be good.
