SOURCE: de-restrict an aprilia rs 125
You shouldn't have to restrictions only happen on faster bikes 600cc onwards but if you talking about the inabilty to push your revs to the very max, I wouldn't do this unless you know what you doing, and by you asking this question, you don't know what u doing, this rev restriction is set in place for safety of your engine, rather than restricting speed.,,,

It`s ALREADY de-restricted!!! Restriction is only for keeping the 50cc models in the Moped category so some people whould not need an endorsement and not exceed 30mph,

The most common way is move the throttle cable from position one to position two. Check to see if this method will work for you by watching the throttle mechanism at the engine while an assistant turns the throttle (engine not running). When the assistant can turn the handle no farther, see if you can push the mechanism open farther with your finger or a screwdriver. If you can, then you will be able to derestrict the bike by repositioning the cable.

No they don't but they do make one for yours. Most kits are changed every 4 years, unless you can find and older one that matches exactly to yours.

A cold engine needs more fuel to run. The choke helps this by blocking the normal air flow.If you can get your hand over the carb intake try one finger at the time untill it will warm up. If it will just idle let it idle till it gets warm. The choke is so you can hope on and ride right away.
