Vans are intended to carry heavier loads and are therefore lower geared than cars. If you have a large van which is heavily laden your mpg may be 18-20 mpg.
Much depends on the size of your van and the weight of whatever you are carrying in it.
A small car sized van of about 1900cc would probably do 35mpg+
A bigger van has more wind resistance and lower gearing. However, a diesel van is your best option
what color is the smoke? Blue tint would be fuel black is oil white is water. It sounds like the head gasket is blown to me. Pull the oil dipstick if it milky or theres milky under the radiator cap then its a head problem.
One possibility is the coolant temperature sensor for the ECM. If it is sending erroneous values (like the engine is cold when it is not), the ECM will send too much fuel thru the injectors. This will cause rough running, poor gas mileage, but may not set a code since the ECM thinks the voltage from the sensor is correct. Also, you say you replaced the plugs. If you used platinum plugs, these can cause issues as the coil voltage is not sufficient to properly fire platinum plugs. This is one time that the standard old OEM plugs are best.
If this is the case the engine has to be running very rough. If not you have a fuel tank leak instead If no leak is detected, have a tune up performed with a dianognistis test
I had a similar problem with my 01'
The problem is when battery goes dead or is disconnected, the throttle position sensor loses it's home position. The solution was to leave ignition on without starting it (better to have a charger connected) for 3 minutes, Then start the car and it should smooth out. Good luck...worked for me.
since the car sat for 6 months it could be a vaccuum line the lines are rubber or hard plastic the tend 2 dry rot or chewed by small rodents, while the car is running listen 4 whistle or check for cracks or lines off completely
