I took the carb off (easy- two screws), rebuilt and cleaned it, removed the black "H" & "L" needle jet screws (with no screwdriver slots) with a tiny pair of needle nose pliars, 1/8 turn at a time. They are very tight. Then I cut the slots with a fine hacksaw blade and re-installed them. BEFORE you begin, MARK where the "pointer" notch is on each screw so that you know where to reset them and count the turns coming out. Also, cutting the slot 90 degrees off of the pointer mark helps.
An option would be to hold the carb body in a vise and cut the screw slots thru the aluminum guard. Be very gentle, the screws are soft steel. If I had to do it again, that's what I'd do.
Get it running and adjust the "L" at idle until it runs smooth as rich (open) as it can. Then hold the throttle wide open and open the "H" (high speed needle jet) until it runs smooth, as rich as possible. This can be a CHORE.
Remember, richer (more fuel) is better than too lean. Too lean means less lubrication and running much hotter. 80% of the cooling in gasoline engines is from the evaporative effect of the charge coming into the engine. That's why carbs ice-up well above freezing. Ask any pilot.
Go to WallyWorld and get a bottle of StarTron fuel additive ($7). It has additives and enzymes for today's gasoline/ethanol mix. The additives help keep the water-based ethanol in suspension -it WILL settle out if not shaken for days at a time, like most small engines. The enzymes will prevent and even remove the sludge and varnish that is caused by algae and the alcohol in the mix.
Also, filter your fuel through a paper coffee filter while refueling. The passages, filters and ports in these very small carburetors are extremely small and any spec of rust or trash will cost you a carb rebuild. I have done a bunch of them.

Many current production models have carburetors that have limiter caps on the adjustments (if there are any) and the symptoms sound like fuel starvation or 'lean' condition.
carburetor gaskets/diaphragms should be replaced, and carb body cleaned with carb cleaner while apart
