Your timing is off or you have crossed the plug wires somewhere. Double check that all your plug wires are properly connected and are connected in the correct order to the distributor then double check the timing of the engine.

03 beetle 2.0 ran out of gas and car wont start and backfires

Possible that it has sucked water and sediment off bottom of tank causing a lean backfire no start. Have you tried spraying carb cleaner into the throttle body to see if it tries to run on that ? As Ray said it is possible timing jumped.

You have leaks in your gaskets. or vacuum lines removed and not replaced or broken in the operation. trace air leaks with propane torch unlit. where engine speed increases, you have an air or vacuum leak.

Check plug is getting fire and is firing. Check for bad or water in gas. Check carb for trash.

The first thing to check is the ignition timing then the spark plug gaps. There are specific settings/size for the above and must be correct for the car to run smoothly.

HEVROLET BLAZER 2000 MISFIRING

Timing is off,problem with timing chain,also check fluids in ******,plus also if you have a distributer in your vehicle,if it is cracked,moisture getting in and ruining the points,-that is if your vehicle has a distributer! This will make a vehicle run rough as well.
You can have new plugs put in,but if your spark plug wires are cracked or worn,this will also creat misfire and backfiring.

Hesitation and backfiring

sounds like maybe you have some trash in your fuel tank. Try changing the fuel filter and cleaning the carb. If the problem persists, you may have to drop the fuel tank and have it cleaned out.

Ran out of gas and now she won't run!

i would say that you have a bad fuel pump or if you have a carb on it the float inside the carb is stuck check these and i'm sure you will find it's one of these.
