In order to change the bulb you must dismantle the tail-light assembly from the vehicle. In common cases, this is an easy procedure. First, open the trunk. Second, look behind the tail-light and look for any screws that may be in the bottom of the trunk behind the tail-light assembly (some carpeting may hide screws). Third, unscrew any screws, once all visible screws are off, and the assembly won't easily come off, there may be push in connectors, if so give the assembly a hard tug back and the assembly should pop off. Fourth, you will see the stock bulb connector wiring with the bulbs, simply turn the bad bulb by the fitting 1/4 counter clockwise and it should come out of the assembly. Fifth, simply pull out the bulb from the adapter, and push in the new one, the install procedure is simply reverse in steps. Good Luck.
Check the fuse, and the fuse relay under the hood, make sure you check all fuse associate to the fog lights and tail lights as there are may be more then one fuse assigned to the lights. For the fog lights there is a switch mounted with your light headlight switch, make sure that is turned on too.
Check the cable, connector or the holder, this might also be cause of fuse box problem, sometimes fuse seems to be ok but the fuse slot get ionised salts that makes a connection problem. You can swithch the wires for indicator with tail light wires to make it sure that the holders or bulbs are ok
