Should be all the way down is first gear, then moving up is second and so on. Neutral is inbetween First and Second, it's a half of a click up after being all the way down. Has the transmission fluid been changed at all? I know sometimes it's hard to get into first if on a hill, so try pulling the clutch in and rolling it back a little bit. Let me know how it goes.
