Add a bigger carb, tune it well and play around with the transmission, that is with rear and front sproket.

What could be causing a 2001 kawasaki kx 250 to continue burning spark plugs out?

incorrect jetting
incorrect ignition timing
incorrect plug heat range(could run a 9 or 10)
intake leaks
exhaust leaks
incorrect fuel oil mixture
overheating
is it burning the electrode off or carbon fouling the plug
sorry for the long list, there is probably a few you might discount as you have already checked

My 2003 sx 250 is fouling plugs at cold starts etc

Why 50:1?
All bikes should be 32:1, and then jet to match that.
Your oil is fine, and yes...go smaller on the pilot.
