Screw in all the way gentley as not to destroy the pointed tip, then I usually turn out three full turns, then adjust as engine is running.

Yes sir it is. You need to adjust the carburetor. Unless you have an adjustment tool you'll have to take it somewhere to have this done.

I have a sym 100 Euro jet that will not start in the cold

if real cold wheather the oil is thick and will make starting sluggish, or not at all.
it takes alot of cold cranking amps to start a cold motor. you could probably jump start it with a battery charger that has 50 amp start option.

if you think its carburation.........your automatic/manual choke may not be working, check cable adjustment, and lubricate your cables.
you can pull the choke out and clean it.

I have a 94 cr 125 , that i just bought , it started at the guys house but now wont start for me , tried putting a new plug in , any ideas

Try a compression test first see what it is, next check for spark, remove plug from engine leave connected, ground the end of the plug to the engine and kick over, if you have good compression and spark, it is in the carburation, some bikes dont start well when cold due to bad carburation(air leaks, bad jets etc)you could try roll starting down hill and see if it starts.

My Poulan chainsaw is hard to start and will not re-start once it is warm. Any suggestions besides junk it.

Spend $ 40 for a tune up at a local chainsaw seller/mechanic. Most Stihl outlets are very good. It sounds like carburation needs adjustment, but they also do a good visual inspection. Mine get done about every 3 years worth of use. HTH
