Will 1997~1998 gsxr carburetor fit and run well on a 1996 katana gsxf 600?

Get the spec sheets from online for comparison. If they match then yes. If they don't then probably not without rejetting and sorting by a specialist. Whats wrong with the one on it? Can't you get another from a bike breaker?

How do you find out if my yamaha fzr 1000 genesis 87' is reduced effect or not?

87-89 was a fzr1000 genesis
89-90 was a early exup
and nothing fits either bike exact
the carb air intake on the 87-89 is 44mm
the carb air intake on the 89-90 is 60mm
to make the difference change the inlet manifolds
to the 89-90 specs
you will have to change the carb and air box as well
but you should have the output of an exup
the exup has its name because of the exup valve
located on the collection box on the exhaust
that is there so you can change the exhaust with out
having to jet the carbs up all the time

My 91 gsxr 750 will idle up and stay up. disconnected the throttle cable and manually revved it up an it still stays up. it will come down if it feels like it also when i apply a load or choke. the bike...

Sounds like carbs need a good clean out. The 1991 model GSXR was not Electronic Fuel Injected. A model this old may also be subject to the carbs being worn out and letting in unmetered air around the screws etc, which may be keeping the revs up at idle and causing a lean idle.
Applying load will source fuel from the next jet and hide the problem. Applying choke holds back some air which will help as it sounds like too much air at idle. This will not help as much when bike is warm.
Bottom line is your carbs need a good clean and service and maybe if they are leaking air they might need to be replaced.

Will the carbs from a 97 Suzuki GSXR 750 run without the airbox?

thats a new one. People dump the airbox all the time and run k&n air filters instead. The airbox doesnt make that much of a difference. in fact, some actually work better without it.

What is the best carb set for this year gsxr

Pull out the slide then lower the clip on the jet needle one notch. Then try two notches. This will richen the mid range response. Give this a try before trashing the carbs.

Go to the site below and you can download a free service manual PDF. The one you want is 47th from the top of the Suzuki list. Yes, I know that it is for '93 to '95 models. It is the closest I could come to '89 and 90% of the data doesn't change and it is free. For an exact match Google " service manuals suzuki " or go to www.repairmanuals.com
Also try your local library. Often guys will donate manuals to the library.
