Check fuses. Check voltage. Could be a burned, or just broken fuse. Could be a dead battery. Could be as simple as poor battery connections. If not, perhaps the following will help:

A starter can be tested in a very simple way, by applying 12vdc to the power input, and grounding the case. If it spins, then it's on to step 2, checking connections.

Starters are much too simple to be more complicated than that, but the electrical system can be. Check the circuit between the relay and the starter. Is is a direct wire with no breaks? If so, check the voltage at the power output and input of the relay. If it is good, check the power input and grounding of the starter.

Most new bikes have a clutch switch, and it may interrupt the 12vdc to the starter, without affecting the relay. Same thing goes for the nuetral switch.

Try starting in nuetral, with the clutch pulled. Check the relay for conections that you may have taken off, and not replaced. Same thing for the starter.

I had the same problem. I took off the starter clutch and cleaned it real good with WD-40 and put it back on and works fine. Heard this from another forum. Not too hard to do. Here is a link that show where the starter clutch is.

Hi, Anonymous your starter motor is not the problem it's the starter drive/Bendix/clutch which is a mechanical gear driven component that engages the clutch pack ring gear to turn over the engine. It has an internal mechanism that allows the gear to turn in one direction and once the engine starts allows the drive gear to free spin. If gear free spins in both directions then the drive gear has failed, it is not serviceable and needs to be replaced. 2003 dyna starter turns but wont engage, new battery fitted

Hi Anonymous, lift up rubber boot on positive cable to starter, unplug starter relay wire usually green, with a jumper wire connected to positive battery cable starter stud, touch blade connecter on starter where starter relay wire was removed. If starter engages and turns over engine then your starter relay is bad. If starter activates but does not engage then your starter drive/clutch is bad. Good luck

Howz your battery, is it fully charged? Charged it using a trickle charge to full capacity.
The fuses are they good or blwon? Replace if blown.
Check your sppark plug if not been replaced in the last 6-12 months

Charge battery to full, start in neutral, still clicks? Bad ground, or bad connection. Jump starter solenoid with screwdriver, etc. if motor turns over the relay is bad. Chaz Moto DC

I think you are on the right path. Check the relay it is about a $10 fix. Your relay if faulty could have been a problem all along. Did you replace the starter after bench testing the old one?
In order for the starter to "turn over" by itself the circuit had to be closed somehow, either through a manual process or something like a relay. Hope this helps.

Freelander unable to start at turn of key,

Does the starting solenoid engages? This is would sound like a deep clunk on your starter. When the solenoid engages it close the contact that energize the starter motor, but a worn contact on the solenoid would result in it engaging but not having enough current to turn the engine resulting in a clunking noise when you try to start.
The starter solenoid gets its 12 volt from a relay. This is referred to as the starter relay. If you try to crank, and you hear only a click but the starter do not turn, then the contacts on the relay maybe worn.
To sum it up, if you hear a loud clunk when it dont crank, its the starter solenoid. If you hear just a click but no crank, it could be the starter relay.
