I just redid the top end of a ct70 motor on a dirt bike it is a 2004 honda crf 70 china made look alike it wont start now so i think its the timing and a small knock if i try to push start it , but not when i kick it over? can you help?

First take off air filter then dry it.Secondly take off the carb you have to to drain the water out put it back together you should be good..while its off make sure your reeds don't have any rust on them.if your oil is foamy depends on the amount of water thats has been sucked in ,you might want to change it.
Start with new plug ., then work your way to stator ., so plug., plug wire ,.coil.,, cdi ., stator.,., easy to test all them and chase your faulty part
Disassemble throttle clean and lube it. Disconnect the throttle cable at the bottom end and use some spray lube at the top end. Let gravity do the rest of the work until you see oil come out the bottom of the cables than reassemble everything.
The carburator seems to be overflowing.
You will have to adjust the float pin and probabely there may be some dirt and thus it doesn't seal off the flow of the gas once the float chamber is full.
