The rubber piece.
You have to remove the bolt completely from the turn signal. It sits in a groove that holds the signal to the stem even if the nut is loose. If you remove the bolt and it is still stuck, try spreading the turn signal by inserting a flat blade screw driver in the split in the back where the bolt goes through.
That should fix you up!
