The line to drain the gas tank or carb? If you have auto shut off fuel valves(vacuum) set the fuel valve to "prime"(or check owners manual about fuel system)
Some bikes need a fully charged battery to start sometimes.
Will the bike fire on starting fluid?
Spark plugs OK?
Can you get a 1/4 " spark at the plug.
Contact me if you need more info.

Have a 2007 vulcan 500, it doesnt seem to be getting enough fuel. It bogs down and wants to cut out and not at any particular speed.

Drain the carbs. chances are water condensation in the gas tank has built up in the float bowls. If that doesn't help, try a fresh set of spark plugs. Please rate my answer.

under the seat there is a reset button that taked a metal prong thingie (dont know whent it's called) you can use a paper clip - just jump the two terminals and try to start it,, doesnt happen all the time but it does happen.

Fuel tank for Vulcan 1600 has 2 vent lines, but one I ordered only has one..will there be a problem not hooking them both up?

There can be especially if you have a California model, I would suggest hooking them both up and then run the lines to there proper place, not sure which model you have but one is likely the drain for the gas cap area, if you don't hook that up you'll have gas dripping on your engine when its hot, probably not a good idea !

1992 kawasaki Vulcan 750 stops running

Check the intake manifold/s, even a small leak will make it run poor. Being stored for five years then putting it into use, you may have a blocked main jet. Sea-foam is a great product and I would have used that product to store the bike but not to get it running. It is slow acting so it doesnt work like carb cleaner.

Fuel coming out of the seam of the chrome cover under the air fil

if the bike has a carberator it sounds like you have a float stuck. and it's not shutting off the gas when the bowl is full.

Just went to start after winter blowing gas out the air cleaner.

sounds like the needle and seat is not sealing. It is a common problem when bics are stored over winter.Either remove carb and clean nedle and seat or replace to be sure.
