Hi,
Usually there is a spring loaded switch that is activated by the brake pedal arm (under the dash). It registers on the pedal arm and when the pedal is depressed the switch is activated, causing your brake lights to illuminate.
The switch may have been bumped out of position. Hopefully this is a quick and easy fix for you...
Good luck!

1998 Accord: 1998 honda accord sedan break lights stay on...

In all probability, the brake switch got stuck in the closed position. One way to test it is by trying to move the shift lever from Park to Neutral without depressing the brake. If you can do this, then the switch is damaged. It is very simple and inexpensive to replace. It is located a few inches above the brake pedal rubber pad.

Why would the rear lights stay on when the car is turned off?

Either you have a bad brake light switch, or your stopper for the brake light switch is missing. Check where the brake light switch contacts the brake pedal. If there is a hole, you are missing the stopper, if not you need a switch.

1994 Honda Accord Brakelights (all 3)stay on even when car is off

There is a brake light switch located under the dash at the top of the arm that the brake pedal is mounted to. It either needs to be adjusted or is faulty. This switch is what makes your brake lights come on and it will do this whether the car is on or off. Most likely just needs to be adjusted so that the tip of the switch isn't touching the brake arm until you push the pedal. Its very simple to adjust

My brake lights stay on when the pedal is not pushed

Try replacing the bulbs in the tailight assembly, they do this sometimes when they are faulty, but still working. Eventually they will burn out completely from staying on.
