Question about 2004 kawasaki KX 250 F
Of course there is a battery, check the owners manual, not sure where it is on your bike but it is there.

First if the bike is kx 250 f there is no battery at all...
1:you never removed the decompressor on a bike without a starter...you are not going to be able to have a good kick to make it start...(four stroke needs a good kickstart to make it fired up)
2: valve clearance (checkout again)
3:timing...make sur you are at top death center and sprocket mark align
4: i will consider that you're carb is providing gaz
