Transmission it down shift while driving and give it gas it reves up and let off gas when it idles down it will catch press gas again and it reves up let off the same thing all over

This sound like it might be a transmission issue. If the revs are dropping as you are at idle something is 'Dragging' the revs down and the delay is the engine and transmission trying to catch up with each other. A test you could try is the next time the revs start to die drop it into Park and 'Blip' the gas pedal to get the revs up then put it into Drive to pull away.
You may need to take it to a Transmission Specialist to get them to look at it.
Assuming you have an auto transmission, your only choice is to ease off the gas when you want it to change gears. Then apply slight pressure on the gas to continue to accelerate.
Change the fluid and filter. If i remember correctly reverse and third gear share the same band and clutch pack. Some transmissions you could tighten the band on it.
There only one problem wrong.You dont let your transmission warm up.You transmission has you warm up just like the motor.Try this and i promise when you take off it will shift like no other
