mph is not limited unless rpm IS.
RPM is engine speed. and RPM limiter only happend on newer bikes. with EFI , via ECU RPM limits in software.

250R is 2022 made, so there ar e 40 years of this bike made.
on old bikes with a carb
RPM limit is:
bad fuel
bad spark plug
bad carb
hills too high.
driver weighs too much.
the limit is valve float then (valve springs go wacky)
or worse damage .
must be your first bike and no service manual? that tells limit word.
Hello Keith ! Since you are using Haynes Manual Book and you can not locate the component you are looking for, I do not know whether anyone can help you having the autodata program just getting in the system putting the vehicle details and go to components location and surely you will locate it. I believe the speed sensor should be on the automatic transmission.
there should be 3 plugs on your manual trans one is reverse lights idk what the other two are there is also one on the rear differential i believe that one is the speedometer
On the top of the motor is the coil. It's a long plate that goes across the motor. Disconnect the negative battery cable, remove the 3 or 4 bolts that hold on the module, pull module straight up. Now you have access to the spark plugs.
You can also go to autozone,com and register for a free account. Then login, choose vehicle year,make,model,engine size. Then choose "view repair manual".
May I suggest a trip to your local library. Cycle repair books should be in 646 stacks of reference. Of course, you could google Clymer Service manuals online, or swing by your local bike shop for one.
If you go HERE you can get a new manual. other than getting a manual I don't know what more you could do. I'd try and see if anyone you know has one first.
