Changing the kick shaft seal is pretty easy, and you might be able to do it without taking the cover off. Remove the kick starter. Get 2 wood screws that will fit in the seal. Drive one wood screw thru the seal, don't go too deep and hit the case underneath. Drive the other screw exactly opposite. Get a pliers in each hand and pull it out. If the screws pull out, move around the seal and try it again.
Grease the inside lip of the new seal before installing. Find a deep well socket close to the same diameter or slightly larger-this will prevent you from drivng it too deep in the case. Install seal over the shaft and using the socket and a rubber hammer, lightly tap it into place flush with the case. Install kick lever and your riding. Good luck!
Just remove the right side cover to expose the kick start mechanism. Remove the bolt on the end of the shaft, tow washers and guide then the spring. It has been awhile since I worked on the KX 250, but as I recall, the clutch does not need to be removed in the process of replacing the spring. I could be wrong on that. Below is the kick mechanism on your bike. Please rate my answer. Thanks.
I dont know exactly 100% what the problem is but i highly recommend changing all fluids on the bike and for the kickstarter there is something wrong with the kick starter shaft. If you dont know much about bikes i would probably take it into a shop to get looked at.
