Hi, Mar it should be noted that the reasons your check engine light or CEL stays on constantly or flashes and your bike will or will not start and may turnover or not, these conditions will vary from bike to bike depending on the year, make, and model and you should always refer to your owners/service manual for proper diagnostic procedures. It should also be noted that any type of prior work done to the bike or an abnormal event occurrence IE: adding accessories, electrical curiosity or adventures, laying the bike down or crashes, rainstorms or bike washings just before CEL light issues started can be significant hints or aids into tracking down the gremlin, also for 2003 and older models carry the appropriate jumper wire to access fault codes and reduce the risk of being stranded or towed also keep in mind that your CEL comes to life if anything, and I do mean anything isn't 100% with the ECM like parameter spikes. This means that you could be staring at a major repair, or your speedometer sensor is contaminated and needs to be cleaned.
And the usual suspects are:
1. Severely discharged or a damaged battery check the terminals for damage or corrosion, check the battery cables at "BOTH" ends for loose, corroded, or broken connectors, "INSIDE" and outside the cable harness, perform connector wiggle test and check cables with an ohmmeter if necessary, you should have 12.5 volts or more and be able to pass a proper "LOAD" test if necessary, you may have a preliminary reading of 12.5 volts or more but little or zero amperage the battery is faulty and must be replaced, AGM batteries fail in this scenario more so than lead-acid batteries.
2. Faulty charging system.
3. Faulty system sensor some models have up to 40 sensors
4. Faulty safety switches: run/off, ignition, clutch lever, neutral, side stand, tip over, fuel, and or their connections.
5. The engine got wet where it didn't like to get wet.
6. Faulty ignition circuit spark plugs, coils, cables etc.
7. Broken wire or worn insulation exposing wire to a ground situation especially inside wire harness at tight bends around fairing brackets, under dash panels, under fuel tanks over cylinder heads etc. Many harnesses are open on the ends that will allow water to enter and accumulate at v-bends.
Dielectric grease and contact cleaner are your best friends for wire/cable/harness connectors, look for corroded, broken, or loose pins/sockets. Run speedometer diagnostics and check for generated fault codes.

SOURCE: Engine Indicator Keep Blinking after repair and reset

If it's not the MAF, it might be the O2 sensor. However, a commonly misdiagnosed problem is the vaccuum lines. There are many of them, and sometimes they break or have leaks, and they are difficult to find. Make sure you get a vaccuum line diagram and check all the little hoses.

2004 Honda STX 1300 Pan European ABS FI light flashing

Hi, Rose it should be noted that the reasons your FI light stays on constantly or flashes and your bike will or will not start and may turn over or not, these conditions will vary from bike to bike depending on the year, make, and model and you should always refer to your owners/service manual for proper diagnostic procedures. It should also be noted that any type of prior work done to the bike or an abnormal event occurrence IE: adding accessories, electrical curiosity/adventures, laying the bike down/crashes, rain storms/bike washings just before FI light issues started can be significant hints/aids into tracking down the gremlin. The newer the bike the more sensitive the ECM becomes and will not let the bike start when aftermarket accessories have been installed without being reprogrammed. That being said the usual suspects are:
1. Faulty Fuel Pump, fuse or system relay switch.
2. Battery starting to fail due to old age/damage, perform a load test.
3. A discharged battery, check battery terminals for damage or corrosion, check the battery cables at "BOTH" ends for loose, corroded, or broken connectors, "INSIDE" and outside the cable harness, perform connector wiggle test and check cables with an ohmmeter if necessary.

Dielectric grease and contact cleaner are your best friends for wire/cable/harness connectors, look for corroded, broken, or loose pins/sockets.

On the gage cluster what does F1 or FI mean

The Fl lamp lights up when the computer finds a malfunction in the programmed Fuel Injection. There are 33 different codes. The offending code is denoted by how many times the Fl light blinks.
Nine of the 33 codes do not show symptoms since the engine still runs okay. If the Fl light just stays on then the engine will not run because the computer will not let it run, (except in two cases).
"MIL" translates as "Malfunction Indicator Lamp ".

This is what the service manual says:

" The PGM-Fl MIL denotes the failure codes ( the number of blinks from 0 to 33 ). When the indicator lights for 1.3 seconds it is equivalent to 10 blinks. For example, a 1.3 second illumination and two blinks ( 0.5 second X 2 ) of the indicator equals 12 blinks. Follow code 12 on page 5-26.
When more than one failure occurs, the MIL shows the blinks in order of the lowest number to the highest number. For example, if the indicator blinks once, then two times, two failures have occurred. Follow codes 1 and 2 on page 5-12."

BOTTOM LINE > A blinking light that can't be understood, combined with instructions that can't be understood make the entire Honda "malfunction alert system" totally worthless and a pain in the neck to the owner. Why can't someone in Japan write a computer program that would render something like " Code 23 error " instead of a blinking light that means nothing because it is not user friendly.

You asked what the FI light means. It means you are forced to take your bike in for service at a Honda shop and pay big bucks to the dealer for something you could have done yourself for $12.00. This is a built-in money maker for Honda dealers.
