1974 1000 sporty, front cyl doesn't fire


Did you check the Ignition, Points and Condenser. Also check compression there may be a stuck valve.

Head gasket


Don't know what you're asking exactly, but if you remove the head to get to the gasket, you'll have to replace the cylinder base gasket at the same time.

If I change the head gasket on my 1200 harley should I do the base gasket too?


It depends on if you have to disturb the cylinder or not, If the cylinder hasn't been separated from the crankcase you should be fine as it's a substantial amount of extra work to change the lower gasket also.
