You can try contacting the manufacturer of the scooter, Benzhou, to see if they have a rebuild kit available for the 2007 250cc model. You can also check with local scooter or motorcycle shops to see if they carry rebuild kits for that specific scooter model. all depending on what it is i.e. 4 sroke superbike or two stroke moped,but usually its a tight valve typically the exhaust valve or its vaapourising the fuel in the carb if the thermal block in the inlet manifold is poor.
If it is 2 stroke, take petrol /fuel and mix it with preferably synthetic2 stroke oil.
Ratio is usually 10L petrol mixed with 200 ml or 2 stroke oil, that is the best result, used it on my chainsaw, strimmer, moped, working for years without a glitch.
HI,,empty your gas tank,,and drain the carb put some new fuel in the tank and dont use additives again,,some do more harm than good (especialy in 2-strokes)
Is the starter turning the motor ?
If not - the starter could be stuck..
WHILE tring to start it with starter - give the actual starter a smack with a wrench..
