Hi my name is mike i have a big boy tsr 250 and the choke has 3 positions which position is normal riding position and which is choke position and where do you adjust the idling

Choke On: Pulled All The Way Out
1/2 Choke: Halfway Out
No Choke: Pushed In Totally (Against Carb)

As far as your idle goes, look for a bigger bolt /screw that has a spring behind it that holds tension on the screw to mai rain the idle speed at which you stop adjusting it, you should be able to turn this easily by hand and just go slowly and you'll hear the engine rev up/down so don't worry it's simple! You can use a socket/wrench or screwdriver if necessary as most have a Phillips head pattern on the of the bolt's head. Turning it in(toward carburetor body) should make idle speed increase while screwing out will slow the idle speed down(if it's not just like that in yours it's the opposite but should be like this as most are).

Nearly all carburetors are just like this.

Proton savvy 1.2 engine revs up to 3000 revs whether idling or when being driven new fault as of last night

Check leakage in manifold or some big size vacuum pipe like the ones connected to the brake booster or servo.

Revs go up down idle

If you have an aftermarket exhaust fitted this could be normal, It depends on the range of the change in revs. 50 or 100 revs up or down at idle is no big deal.

How to fix this problem?

A big vacuum leak will do this it can be from a open PCV valve sticking open EGR valve to a sticking a IAC (idle air control valve) sticking open. You basically have something get stuck and closing.

Overheating, and reving up and down at idle.

You need some new head gaskets, my friend. Or you have a cracked head... either one = BIG BUCKS. bummer.
