2003 Harley Davidson XLH Sportster 883 Hugger will not start
Good morning, got a hugger 2003 that won't start with the key on all lights work and horn also exception to head light and neutral and oil light and won't start even speedometer light and numbers come up

The difference between the 883 and the hugger were very small. the hugger came stock with buck horn handlebars and a shorter suspension. the differences are still noticeable today between a standard 883 and and 883 low. 1992:

also check your vin number if you have and 883 it should read 1hd4cam........ or for a hugger 1hd4cem....
I don't think your horn is on it's own seperate fuse. Usually, the horn is on the accessories fuse along with a few other things. Pull the wire off the backside of the horn. Put the prode of a test light or the lead of a volt meter in the wire connector. Press the horn button to see if you have voltage there. If so, your horn needs to be replaced.
I think the fuses are located behind the triangular plate just in front of the rear fender on the left side of your bike. If not there, check under the seat. Harley moves them around a good bit.
