Why does the mower have to be full throttle to start it, to make it move at all, and to stay running at all?

this could be a few things as to cause :

1- throttle cables stretch as they get older , if marking on throttle says "run" it might really be choke on carb - looking down carb body(air clean off) with engine off move throttle to choke the choke butterfly should shut off (choke does have small hole in it) the butterfly should not be just barely moving or half way it needs to be closed all the way
2- modern fuels leave deposits inside of carbs if machine is left to set for long times (weeks) these deposits don't just get washed away when the engine is started again either , they must be chemically or mechanically flushed away by either a carb cleaner (chemical) or taking carb apart and cleaning it totally out (inside and out) -these deposits cause poor carb performance and even non working engines
a method to keep from having to do this often , is to install a fuel shut off valve in the fuel tank ( might already have one there you just gotta look for it) and when your done with machine shut off the gas valve and allow it to run out of gas dry !

Twist grip throttle stuck at idle

Hi George. Brad may be right with his answer but there might be something you can do.
Does the throttle open/turn as it should or is it stuck in the closed position and will not turn at all?
If it won't move then it could be a seized cable, a stuck mechanism at the carb end or a twisted or kinked cable.
If it does move but the engine doesn't rev it could be a broken or disconnected cable.
On top of the carb there is a mechanism where the cable end fits and this is pulled to rev the engine. Have a look and see if there is a cable attached. There may be 2 on yours, one to open the throttle, the other to close it and snap the throttle closed which is aided by a spring. When you open the throttle does this move? Yes, then the cable is doing its job. No, then the cable is not operating properly and is either broken or has come away at the throttle end and will need looking at. With the engine idling try to move the mechanism manually and see if the revs increase and then drop off when you release it (you might need a screwdriver to reach in to do this). If it revs and drops back down as it should, then the mechanism is operating as it should, If it doesn't alter the engine speed despite moving back and forth then it has detached itself in the carb and that will require investigation. At least if the cause is found it could be an easy fix, or cut the mechanics costs by pointing him in the direction of the fault.

After doing sum mechanical repair , Put everthing back together an started up an engine runs wide open with or without giving throttle

This sounds like part two of your other question....make sure throttle return spring is in place and that the throttle cable is free to move and not holding the throttle open. If you had the intake manifold removed, make sure it isn't leaking. If the idle was fine before you did whatever repair you made, most likely you have something put together wrong or left a hose off somewhere..

Motor is running eratic up and down under load

One of the most important parts of your engine is the engine governor. An improperly adjusted governor can shorten your engine's life. If engine speed is not controlled, the engine will destroy itself. Never run an engine over speed, especially without a load attached to it. Even for a short period of time it can cause catastrophic failures, like blowing the magneto magnet into 100's of little pieces. Over speeding is something that needs to be taken care of immediately, because it can be a real hazard with metal coming loose at high speed. This page will explain how to adjust the mechanical governor on Briggs and Stratton and Tecumseh Engines.
First, let's understand a little more about governors and why they may not be working right:
Most complaints about governors fall into two categories:
  1. Engine runs too fast or too slow.
  2. Engine surges or hunts.
You should do an inspection of the governor linkage and spring before trying to solve either of these problems. Make sure everything is operating freely and the spring is not damaged or stretched. Also, check the governor static adjustment to see that all free play has been removed between the spindle and carburetor. The best way to do this is to move the throttle from idle to full open and note the way the governor shaft moves. If it goes clockwise, then loosen the clamp screw and with the throttle wide open turn the shaft all the way clockwise and re-tighten the nut. Make sure the throttle moves from idle to full open freely after making the adjustment. Refer to the engine repair manual for exact adjustment procedures.
After you have made the above check, restart the engine and see if the governor now operates correctly. With the engine at idle, move the governor lever with your finger to open the throttle and it should push the arm back toward idle if working properly. One way to do this test is with the governor spring removed. If it still over speeds or has no push toward idle, you probably will need to have the internal parts checked inside the motor or recheck the static adjustmen

You need to inspect the throttle mechanism at the carburetor. When you pull the throttle trigger, it should move the throttle arm to it's 'full on' stop, and when it is released, the arm should come back to the idle stop screw. If the action seems to be indefinite, take the throttle trigger mechanism apart (make notes of part placement as you go), and clean it of sawdust and dirt. Don't run the engine until the throttle is working correctly. The 'stop' switch may also be full of sawdust, or the connecting wire may be damaged. Make sure the carburetor fasteners are tight as an air leak behind the carburetor can cause engine racing. Hope this helps!

Engine runs wide open regardless of throttle position. Governor moves when the engine starts. What could be the problem? Engine is a CV-15S Spec 41519

Check that the ACTUAL position of the throttle plate closes off the carb bore. Often the actuating mechanism slips on the shaft on aome motors due to a loose clamp.

Any ideas how to de restrict hyosung gv650 or

The most common way is move the throttle cable from position one to position two. Check to see if this method will work for you by watching the throttle mechanism at the engine while an assistant turns the throttle (engine not running). When the assistant can turn the handle no farther, see if you can push the mechanism open farther with your finger or a screwdriver. If you can, then you will be able to derestrict the bike by repositioning the cable.
