It doesn't really matter which make or model of bike it is, the procedure is exactly the same.
Firstly you will need a set of vacuum balance tubes - do you have those?
TRying to balance a 4 without is an exercise in futility. They are reasonably cheap for a home set.
Here is a step-by-step.

I have a 1982 cb 650 custom and when you are on the highway and try to accelerate to 60 it starts bogging down like it's not getting enough gas.

Hi, the fuel valve on the tank could be plugged. The carbs may not be getting enough fuel as the floats may be off. The slides in the upper portion of the carbs mixing chamber could be sticking. The main jets may be restricted with a fuel type of varnish. Also does this bike have an after market exhaust system or after market air cleaners? If so it may need rejecting to compensate. Could you get me some more information? Like if any mods have been made and elevation or if carbs have been synchronized or if the bike has been parked for a while.

I have a 1982 yahama 650 hard to start cold if you spray carb cleaner on a rag & cover the intake it will start & run. But you can crank & crank otherwise. It fires & runs for 10 to 15 secs...

There were a couple of different carbs fitted to this era of bike. One of them has a diaphramme that works a 'fuel pump' system and floods the carb as the throttle is opened. They will split and cause problems.

I need the step by step procedure for adjusting the cam chain on my 1982 650 maxim

Pop the cover off, turn the rotor until the C mark is aligned, Then loosen up the 12 mm nut that is on the 10 mm headed screw. Then loosen up the 10 mm headed screw. When the screw is loosened up it will take up slack and put spring pressure on the rod that puts pressure on the cam chain. Now that its taken up the slack tighten down the 10 mm headed stud and then the 12 mm locknut. That should take out all play in the cam chain tensioner. The cam chain tensioner is located under the carb boots from the engine to the carbs.
Hope this helps!

Very heavy smoke/backfire

Moisture is not likely to be the problem. Though trying to help, your friend made problems worse by messing with the carbs. The backfire is caused by incorrect carb balancing and incorrect carb synchronization. Your bike is 27 years old. The Honda shop probably will not work on it but you could ask. If the shop won't fix it then ask if any of the mechanics work on bikes at home. Any chance your friend messed with the spark plug wires?
