Check air filter first. If after market exhaust installed, leaning out on top end, bigger main jet needed.Oil capacity stamped on block beside oil fill hole,or under seat on sticker. Do not use synthetic oil, will cause clutch slippage(wet transmisson) Castrol 20w-50 What i use in all my bikes

-There is couple things cause that. Possibly:

How often should plugs and wires be replaced

Plugs every 30000 miles and plug wires at 10000 miles unless you have misfire problems. Spray the wires with a water bottle and fine spray while the vehicle is running. If you have a bad wire you will get a misfire and rough idle.

Chirping when @3500 to 4000 rpms, 2000 taurus

3500 rpms is about 80 mph. Is this noise in 1st, 2nd & 3rd gear? Is check engine light on?
Chirping could be accessory belt noise. Spray them one at a time with belt dresing to see if it goes away and which belt is doing it.

My 2005 monte carlo is having trouble starting why?

You dont say how many miles are on the car.If you have 30000 miles the fuel filter must be replaced and every 30000 miles. I can hardly blow through mine after 30000.The gas stations have lots of dirt in their storage tanks.I also add a bottle of STP fuel treatment (red bottle) to consume the condensation (water) that forms in the gas tank.I do this about 4-5 times a year. Also the air filter needs to be kept clean.
I bought the 2001 Monte and now have 175000 miles and still get 34.5 mpg highway.
You must replace the spark plugs at about 75000 miles.
I drop the trans pan and install a new filter and then add new oil at every 35000.
I hope this helps you.

Engine makes a rapping noise at idle and under throttle.

The rapping noise makes me think that it might be a broken belt or even the lifters. It could be even your fan. Check the blades to se if they are bent or broken.

Car hesitates at different rpms in all gears on my 2004 mazda 6

Hi, it might very well be the electronic engine control system that is malfunctioning, among other probable causes. I'm not there in person, but I can help you go through the most probable causes of this accleration-hesitation problem that you have. In fact, here's a very good, handy diagnostic article exactly on your issue, detailing the six most probable causes:

Off idle hesitation and trottle response

You need to set the valve clearance and the cam chain. After that try setting the fuel air mixture screw. Your bike is running lean off the bottom thats what's causing the weakness at lower rpms. My suggestion is to first adjust the tight valves and then the carb. The valves cause all sorts of issues.
Let me know if this does not work and I'll give you more solutions.
