In order for there to be a spark at the plug, make sure the plug is grounded to the engine, it will not "fire" if it isn't.
Remove the cover with the crankrope, there should be a thin black wire going to the coil, going to a ground lug that kills the engine. Try unplugging this wire and re-check the fire...if it fires, there is a fault in this wire and should be replaced. The mower will run without it, but will not stop without "choking" out the engine

the problem is that your carbeurator is gummed from from sitting idle all winter with gas in it. Get an aerosol can of carbeurator cleaner, remove the air filter and give the air intake two squirts of carb. cleaner. Then start the mower. When it stalls again let it sit for an hour while the carbeurator cleaner works at dissolving some of that gum. Repeat the process until the mower runs again. Sometimes there is so much junk in the carb. that you have to remove it and soak it in cleaner for about three hours, and then rebuild the carb. with the proper little kit. hopefully you won't have to take this step.
Next fall let the mower run out of gas and stall then you won't have the gum in the carbeurator in the spring.
either the magneto or the governor is damaged check them

i had the same problem. the coil is located under the "hood" if you may, just take that off and you should be able to get to it pretty easily, just unscrew the coil and find one on ebay for just about $29 for a 2-4 hp

Spray starting fluid into the air box if it starts and dies out there is a fuel delivery problem if the mower has a petcock fuel shut of valve disconnect the fuel line after the petcock and hold a container under the hose turn on the valve to ensure gas flow to carb if there is no petcock valve I would still check the line to carb make sure gas flows through the hose to carb.
