Not a major service if you keep up with details. first, remove lower plastic parts. the timing belt cover CAN be removed without breaking the water system, just a little tight. the cover comes out in 2 pieces. it only has 1 rubber gasket. be careful not to break it, but if you do, no biggie, a little spot of rtv will fix it later.

when the cover is off, check timing marks are at tdc, and that the stamp on the belt wheel says "up" is really up. if not put a wrench on the mainshaft bolt and turn over the engine (key out of bike) manually until it is right. allign all marks this way. get a service manual for more details on marks if you never timed an engine before. then as a double safety, with a sharpie, mark each cog wheel with an exact mark on the engine case. this will help u make sure nothing turned. you then can loosen the bolts on the tensioners, remove the tensioners, remove belts. check marks, replace belts. re-check marks. they must stay within half a tooth of where they were. generaly, exactly the same place. if not remove belt and correct the issue. see manual for correct tensioning procedure, and some really good stuff on this can be googled. generally speaking, bolts go back in tensioners with threadlock, loosly, then the spring is hooked up. then bolts are tightened. a slack of about 1/4 to 1/2 inch is acceptable. no more, no less. (the cam pickup coils must also be removed to get belts on and off. just remember which went where. numbering them may help)_ after tensioners are ready, turn over engine by hand 2 full revolution and check marks again. if still good and tension still good, ready for a test start(make sure nothing is dangling that will get in the belts). if runs ok, turn off and replace the covers, etc.
if not, if it has jumped time, your engine could be damaged. so i stress the whole proper tensioning thing.
this is just an overview of the procedure. I claim no liability for anything i may have oversimplified, etc. please read the shop manual before proceeding. i did mine in 2 hours and turned out great. only use name brand belts like gates or honda.

This is major servie! If you are not normally doing this level of work then the dealer is your answer. The Goldwing engine is an interference type and will potentially be damaged by a broken or incorrectly installed belts. If it is over 8 years old then it should be replace and soon, mileage my vary. If you don't have a motorcycle lift then working on the floor is required. If you are confident and can follow the directions this is a achievable task, purchase the service manual and read it twice before beginning. Do not skip any steps no matter how trivial they might seem and check everything twice before you attempt to start the motor and you will say when your done, Wow, not that difficult!

I have a question. We replaced the timing belt, thought we had followed everything but it wouldn't start. Took it all back apart and redid it all and now it is idling fine but popping when you give it gas. Did it jump timing and did in your opinion we damage the engine?
