You can loosen a bit any mounting bolts holding the bars, then use a bit of force to pry it to where you want them, then re tighten the bolts

Is it neccessary to restrict 650 dragstar to 25kw

Orig power is 40 HP (29.2Kw) If that is required, it can be done by restricting top speed, exhaust pipe and/or chokeing the carb abilities but will take the fun out of riding big bikes..

02 Yamaha xvs 650 dragstar classic that misfires when it warms up

First I would change all the spark plugs, and if that didn't make a difference then it sounds like the coil(s) are warming up and breaking down........when it starts to skip take a good pair of pliers with good rubber on them and pull each spark plug wire, when you get to the one that the running doesn't change then I would replace that particular coil

The problem is in the alignment of the piston.
It might be possible that due to rough riding
the piston would have become loose in the cylinder.
In this condition bike starts vibrating when acclerates as well as it start losing the pressure in the cylinder which causes the losse of fuel.

Align the pistion properly and PLEASE check the pistion rings(all three, four of them).
If anyone of the rign is faulty then my advice would be to replace all of them as they comes in a pack of four/three.

do this problem will b over

Uneven front tire wear

I would suggest that the wheel is of centre. check your preload and fork oil. you may also have a weak spring. this will allow one fork to ride higher and cause the wheel to lean to one side.

Can't find oil filter on 2005 650 XVS Dragstar Classic?

on right crankcase by brake pedal you will find a round cover with 3 bolts in it, remove this and you will find some more bolts to remove the second casing that holds the oil filter, be careful not to over tighten the bolts when putting back, i did and stripped the thread, complete change takes about 15 mins
