Yes,pilot should be adjustable, but problem may be dirty accumulation on pilot fixture. With gas SUPPLY off, remove the grill and clean the pilot orifice and anything that might block air getting to the flame.
Check the hole where gas comes out of the pilot for accumulation of deposits. DON'T enlarge this hole beyond its original size.
On adjusting, you look at the gas valve and find a cap or screw that is identified PILOT adj.The actual adjustment screw is sometimes under the top cap or screw. If you're not sure, call someone who is knowledgeable.

The insert sounds like the cap covering the adjustment screw. Pin hole is for cap removal. Wondering why flame is so high?! Shouldn't have orange flame. If heater doesn't light with lower flame... thermocouple (thing that the flame heats up) may be bad.

Sounds like you have a common problem with infrared heaters. They are very dust sensitive and they will light and then go out when they are dusty. If you have already tried to blow it out at home you need to take the heater to your propane dealer who will take the heater apart and blow it out correctly. They will then hook it up to their gas line and make sure that the problem is fixed. I hope that you haven't blown up into the bottom of the heater where the gas line is connected. There is a diaphragm up in there and if you blow into it you risk messing it up to where it won't work at all.

The ceramic "bricks" need to be heated evenly. Since 3 are good, I would have to assume the other two have a restriction. Maybe a spider in the orifices, If you can access the "jet" where gas comes out, try using a paper clip or something similar to clear any blockage. If that wont do it, pull the burner, remove each orifice and clear. Good Luck

Mine had same issue...if you take the front off and look at the gas line that feeds the pilot light just down from where the pilot is is a hole...mine had dust in it...that was causing the issue for me.
