Hi, Eric and the usual suspects are:

5. Spark plug gap too close or too wide.
6. Faulty ignition coil, module, and or sensor.
7. Loose, dirty, or corroded ignition module connector at crankcase.
8. Faulty CKP or CMP, MAP, ETS, ATS, TPS, O2 sensor.
9. Dirty air filter.
10. Intake air leak.
11. Water, dirt, or rust in the fuel system, carburetor and/or filter.
12. Old dead or bad fuel.
13. Fuel tank vent system plugged or carburetor vent line closed off.

How to check the primary chaincase oil level on a 1993 fat boy

Hi, Rick sorry this took so long to answer there was a storm yesterday and my building lost power, to check the oil level in the primary the bike must be level, remove the Derby Cover exposing the clutch pack, oil level line should be at the bottom of the large diaphragm spring or 2.75" straight down from the center of the adjusting screw. The total amount of Primary Chaincase Lubricant is 30-36 oz. For this scenario, you will need your service/owners manual if you can't find the best tool you ever bought for your Harley, despair not, for a mere $7 you can download another one. Put a volt meter on my 2000 fat boy, and at idle it is 14.03, but at higher rpm, it spikes to 17.02......is it the regulator, and if so, which is the best to replace it. I've gone through 3 batter

Yup that is the voltage regulator not doing it's job. If you don't know how to replace it visit an auto sparky these guys don't usually don't charge like wounded bulls.

Will exhaust from 2003 harley fat boy fit a 1999 harley fat boy

I doubt it. The Fat Boy is a member of the Softail family. In 1999, the Softails were running Evolution engines. They didnt' go to the TC-88B engine until 2000 and that required a frame change. I don't think it will fit but you never really know until you try it.
