Try putting a small amount of engine starter fluid directly into air intake pipe , this will help u to determine what direction to go in your troubleshooting 4 problem , fires off , then its a fuel problem, nothing then its a ignition problem

You need an air damper. May go by another name, it provides a small air pocket so water does not bang, usually installed near hot side of water heater before the heater or smaller ones just above hot & cold valves to washing machine. It's a shock absorber for water.
