If the slide tray doesn't advance or reverse using the on-board or remote control buttons, chances are that: 1. You have a broken mechanism drive belt. 2. You have a jammed slide change mechanism module or 3. The mechanism trip contact is trapped behind its mating contact on the mechanism camshaft.
All of these problems require service documentation & special tools. My recommendation is to find an Authorized Repair Dealer.

My suzuki gsx 250 choke lever is stuck off and i can't turn it on, i been using c.r.c to try get some motion but not sure if im spraying in the right place. any help would be much appreciated.

if its a cable choke, just replace the cable and you will be ok, If the choke slides on the carbs are really gummed up, you Will have too remove your carbs and clean them individually, You will need a factory manual for this procedure.

There is a better than not posibility that your carb is gummed up from sitting for a long period of time. The BEST way to overcome this problem is return to the dealer and ask them to clean and adjust your carb. You can do it ... if you have proper tool and cleaners. It will not hurt at all to have your 14 year old Kawasaki properly attended to as a new owner. After you get this this repaired, I recommend you use a guel conditioner which will lessen the occurrence of gum build up on your machine due to inactivity.

Nsr 250 mc21 low on power

you don't give much information on how the bike is running.  But most times when there is a performance decease it is best to clean the fuel system.  Spray some Gum Out or similar product( I prefer Deep Creep and Sea Foam) in the carb. then follow up with some in the tank.  Also change the fuel filter.
