You don't mention make, model or year. There is no separate Closed Loop Fuel Control that I'm aware of in any model. The term 'closed loop' means that the ECM/PCM/ECU is controlling fuel delivery and spark based in part on information received from sensors in the exhaust system (to keep emissions at a minimum). 'Open loop' means the same ECM/PCM/ECU is controlling fuel delivery and spark based on preprogrammed values depending on inputs from other sensors - engine temperature (cold), throttle position (wide open), etc. There is only one fuel control, it just works in two different modes.
