I would be checking the tank vent is clear, then work along the fuel lines for air leaks preventing the pump from working properly
the power tilt should be electric motor operation and that indicates along with power loss, a low battery ( not charging) and if efi engine then that low power situation will result in low power for the engine controls
take it in for a proper diagnosis and quote

Hey Glade.. I do need more info..Is this a four stroke, two stroke? If its a two-cycle, Does it have oil injection? Are you talking about the lower unit oil?

I have a merc 40 hp x 4 engine starts and runs fine but every 20 to 30 minutes it decides to just stop dead after a few minutes it runs fine again,

this is HP computer forum , not BOATS

but can answer ,
bad fuel!! all boat fuel goes bad, parked, so long, ALL DO.
too much oil in fuel (is it 2 stroke engine? no year given,so.,....)
carb, filthy, im cleaning my 40 hp now, in the garage, and wheel grease.. (fishing next,cat fish... hummm)
can be bad spark plugs. ever tune it up. with new ones?
water in fuel. rust in tank if tank is steel.
wrong fuel someone put in diesel
low compression (3 cylinders like mine?)

I have a 2007 Merc 90hp 4 stroke EFI. Stalls when trying to start, have to restart several times, most of the time even when warm it stalls when I put in nutral

You have dirty or clogged fuel jets. Most likely the low speed pilot jets. You will have to remove and take apart the carbs to clean the jets.
