1994 Electra glide classic has a tank with rust (not too bad , only film)inside as the bike has not been used for 15 years. Looking for a way to solve the rust problem (clean?) or just exchange the tank for a new one that will fit

You won't find an engine oil one, it has a dry sump and is located on the oil tank.
The gearbox however has one, under the engine between the gear change lever and oil pump.

1997 fuel injected FLHTC? Hmm. Did not know they had FI that year.

Anyway, the DynaJet sytem needs to be enrichened up a little. The open exhaust probably contributed to the lean running too.

Where is drain

The Electra glide bikes usually have the oil tank on the bottom of the transmission. On the bottom of the oil, there are two drain plugs. The one in the center is the transmission drain. The one on the left side a bit forward is the oil drain.

Harley had a bunch of bad speedos around your year. Check with a dealer or service rep to see if your bike still qualifies for a free replacement.
