Check for loose pins or backed out pins in the OBD diagnostic port.

when looking at your OBD2 port, those are the pin numbers with the wider row starting pin 1 at top left. (The alignment notch is bottom between 12 and 13).

Pin 16 is 12v vehicle power. make sure its there. If it isnt, look for a blown fuse to either CIG LIGHTER, OBD, DLC or DIAG in your fusebox. Pretty much all cars use the lighter/charging port fuse, or have a dedicated OBD2 fuse labelled as one of those or something similar.
If you have power at that pin with key on, check pins 4 and 5 for GROUND. Those are always ground regardless of key position, but check them KEY ON to make sure loads are active. If both of those show good ground, you have a connection or comm issue and it will likely require circuit checking and extended time best left to a professional with access to wiring diagrams and enhanced tools.

1997 toyota starlet weres obd port

Located near the air filter, towards the rear end of the engine (left corner of engine).
A small box labelled 'diagnostics'. Open it and you have the pins for the OBD connections.

Error link to emc

First I suggest to check fuses; keep in mind that the OBD-II port didn't work because the power wire in the connector corroded and didn't have a connection anymore. No power equals no OBD worked.

Hope this helps; also keep in mind that your feedback is important and I`ll appreciate your time and consideration if you leave some testimonial comment about this answer.

2003 ford explorer obd will not read

Check the fuse in the block in the a-frame on the left side of the dash. One of the fuses in there controls the link between the OBD port and the computer. If that fuse is blown, then you'll never get a connection through the OBD port.

2000 Bettle won't connect to smog machine.

The term "flash" has to do with the on board OBD2 computer flash memory. New software updates or sometimes performance tuning will be programmed to "flash" this memory effectively changing certain preset values such as ignition timing and air/fuel tables. Most cases i have experience with are for the performance market but have been developed in accordance with factory guidlines.

I may want to get an OBD-2 code reader it does run scans on the emission sensors( fumes capture, evap, ehxaust recirculation....). there are too many things going on at once to really pinpoint the exact problem. I tried.
