No one has experienced your issue although there are some electrical issues in the link. Check the all the connectors around the cluster. Break the connections, spray with switch cleaner and remake the connections.
It sounds like:
1) One of the wires that takes power to the right hand turn signals is shorted to the chassis.
2) One, or both, of the right hand turn signal bulbs is burnt out.
3) The turn signal switch has failed.
