I checked the relays and they are good. The engine cools down when driving but when you stopped in traffic it starts to heat up. Is there somethings in the computer setting that needs to changed to make the cooling fans come on slower?
Did you check for applicable trouble codes? Anything? Some of the national brand auto stores will check codes for free.
Check the coolant temp sensor, if you haven't already? Some makes and models if you turn on the ac, the fan/s will run. If you unplug the coolant temp sensor, the fan may run.
I might want to use non--contact infrared temp gun just to double-check temp gage.
Have you ever checked thermostat or coolant flow through the radiator. I understand it only heats at idle.

I have to check wiring circuits for coolant temp sensor. That should be ref voltage and ground. At the coolant temp sensor, besides ref voltage and ground, with key off, disconnect the coolant temp sensor, use jumper wire, between two wires at connector, turn key on, the fan may run? There other sensors that use the same ref voltage and ground. The ref voltage should go hot with key on, use a digital multimeter, around 5 volts. You can use the meter to check ground also, Don't test with anything that puts a load on computer.
Can you force computer to set a code, just to check? At the moment I can't rule out another sensor causing your problem? Maybe wiring circuit or computer. Don't replace anything unless your testing points in that direction. I can't see much from here?
