This vehicle uses a hydraulic system to operate the clutch. You may have a problem with low fluid/master clutch cylinder/slave cylinder/throw out bearing/clutch pressure plate. All these items can cause the problem you are experiencing.
The clutch probably has a slave cylinder that does the work. It might be dry or seized. check that first.

you never said if the clutch MC is dry.
if yes , bad news.
if no leaks seen
then the coax slave is bad.... very deep in bellhousing..
what does trouble mean?
my guess, is the clutch fail so disengage foot on floor, or is a dragging clutch making starting in gear very hard. CORRECT, that is the trouble
is the MC on the fire wall dry
open hood, see firewall above where foot pedals would be? see brake MC, sure
and to the right of that is clutch MC.
see that?
then off the lid is it dry or very low.

we cant guess what trouble means, it must be articulated.
no engine stated so cant guess which clutch system you have.
cable or hydr. (my guess is HYDR)
but if it has a MC on fire wall for clutch (one pipe MC)
that be HYDR. and 1min. flat to look and see. it.
if not there, its a cable.

"On 1996-99 vehicles the slave cylinder is called a concentric slave cylinder. It is located on the inside of the transmission bell housing on the input shaft. Removal of the transmission is required to replace it. It directly engages the clutch release bearing."
if MC is dry or low (but not leaking down fire wall)
and clutch locked up
the slave is bad, break out the crying towel.
my jeep did this, took me 10hrs labor with 4wd to cure it.
(old i am,slow and careful)
