How long has it been sitting, have you checked if you are actually getting spark? If you are not getting spark, you need to look at the coil, pickup, stator, CDI box. If you are getting spark, I would suspect that you are not getting fuel.

Clinking noise when starting

That sounds like your starter solenoid is going bad ; if the clicking is a fast paced sound.

2008 S40 wont start, turn key to engage starter, dash warning states "turn steering wheel" turn wheel still wont start

Usually turning the wheel one way or the other and holding it tight while trying the key works. Does the ignition turn?
You could try to jump the starter relay, if it is old style, visible round thing with two big wires from the battery and two little wires. Make sure the car is in park or neutral.

Volvo s40 2008 won't start, battery fine, clicking noise

When you get it started take it to autozone or kragen they can wheel a machine out to the car and test the starting system and charging system for free.

Trying to figure out what is wrong with my my 2000 volvo s40 its wont start when i turn the key it just clicks is it the battery or could it be the starter

A weak battery will make the "clicking" sound you hear, also bad connections, loose battery cables or worn battery cables. Jump start the car to see if it cranks, if it does, charge or replace battery.

Volvo starting issue

Sounds like dirty battery terminals, make sure they are shiny clean. if ok see if the motor can be turned by hand , a clicking sound often points to the following dirty terminals, flat battery, stuck starter motor.
