What make ,model an year vehicle. What type ignition system , coil on plug , DIS -waste spark ignition etc... Is there B+ voltage to the the coils , ignition module etc.... when you turn the key to the run position does the check engine light turn on ? There are a lot of good diagnostic videos on you tube .

The obvious answer is that the ignition system is shorting out when wet. The coil or spark plug wires are the first culprit on older cars.
One way to find the problem is to start the car at night when it's good and dark. Then mist individual ignition wires and watch for a blue spark. As no spart should be seen in a properly running car, that's where the problem lies.
Another area of concern is the distributor. Sometimes the distributor cap can crack and allow moisture inside, causing it to short, or partially short out.
As the problem is almost always related to the ignition system, the best fix is to simply do a tune up. New distributor cap, points if your car is old enough, new spark plugs, new plug wires and a new coil wire. None of this is hard and if you choose to do this yourself, there a several YouTube videos available on how to do it yourself.
If it cranks good but won't start, have a helper crank it while you visually check for spark. If spark everywhere, use a gage and check proper fuel pressure and fuel injector pulse. Any applicable trouble codes?
Points or electronic ignition? Corroborator, or fuel injection? Was the car sitting idol for a long period of time, say, 6 months to more than 1 year? With a car that old, I would start with replacing spark plug and ignition wiring. Have you checked the spark plugs? Make sure they're cleaned and gaped. If corroded, replace them.
ignition controller (computer) - easy to check. hook up one or two of the old coils with old spark plugs. make sure plugs are touching metal on the motor (for grounding), have someone crank starter while you CAREFULLY observe plugs, you should see spark at plugs. if spart, i'd check for timing sensor problems, if no spark then problem is in ignition computer.
Could be several things. The first thing I would check is the spart ignition. One way to check to see if you are getting proper spart is to take one spark plug wire off, insert a philips screw driver in the spark plug wire end and hold it about a quarter inch from any metal part of the engine. Have someone turn the engine over and watch for a spark from the screwdriver to the engine. Don't touch the metal part of the screw driver, the spark will pop you pretty good. There shoud be a big sharp spark, if not you may have a bad coil in the ignitions system.
Have you a spart tester?to be sure spark is low if so you might consider the coil being changed.Also change spark plugs once these are soaked is gas time to through them out and replacefor starting reasons and performance to.
